The consultation to expand the capacity of Luton Airport from current levels of 9.5 million passengers per year to 18 million passengers, begins on the 16th February 2012 and will run for just six weeks until 26th March. We don’t think that this is sufficient time for a consultation of this scale and consequence.
The six week consultation will be rapidly followed by a planning application in April. The planning application will be made by London Luton Airport Ltd (LLAL). Luton Borough Council are the shareholder of LLAL and their planning department will make the decision about whether to approve the application. We think there is a serious conflict of interests here and that any plans should be determined by the Secretary of State.
